The JEFF-4T0 nuclear data library content has been agreed upon in April 2020. It includes one set of data containing 562 neutron cross section evaluations. As far as Thermal Scattering Law files, only H(H2O) is provided, taken from JEFF-3.3. The list of evaluations chosen for JEFF-4T0 can be found in the JEFF-4T0 Starter File.
Please note that this is a TEST library, and that the latest official release remains JEFF-3.3.
