Nuclear safety and regulation

A workshop on probabilistic safety assessment (PSA) of non-reactor nuclear facilities (NRNF) will be held on 4-5 October 2004 at NEA headquarters. This workshop will promote exchanges on the use of PSA for nuclear fuel cycle facilities and explore its relevance to the conventional deterministic approach.

Papers presented at the workshop on level 2 PSA and severe accident management held on 29-31 March 2004 in Cologne, Germany are now available at www.oecd-nea.org/nsd/workshops/psa/programme.html. The full workshop proceedings are currently in preparation.


Legal affairs

A seminar on nuclear law and the protection of the environment will be held on 5-9 July 2004 at the Babes-Bolyai University, Cluj-Napoca, Romania. Topics to be discussed at the seminar in the context of environmental protection include the following:
  • nuclear installation safety and radiological protection;
  • legal and policy issues related to radioactive waste management;
  • managing nuclear accidents and radiological emergencies;
  • liability and compensation for nuclear damage;
  • nuclear security; and
  • public participation and information.

The seminar is being organised in co-operation with the Romanian National Commission for the Control of Nuclear Activities (CNCAN), the Romanian National Nuclear Power Company (Nuclearelectrica S.A.), Romatom, the French Branch of the International Nuclear Law Association (INLA) and the French Society for Nuclear Energy (SFEN). Nuclear science

A workshop on integral critical experiments with low-moderated MOX fuels was held on 14-15 April 2004 at OECD headquarters. The main recommendations from the workshop were to:

  • investigate the possibility of releasing unpublished experimental data;
  • define a framework and method for the selection of new experimental programme(s) of interest; and
  • help disseminate sensitivity and uncertainty methods used to assess experiments.

The NEA Working Party on Nuclear Criticality Safety (WPNCS) has identified the MOX fuel manufacturing process as an area in which there is a specific need for additional integral experiments. A second workshop on the VVER-1000 coolant transient benchmark (V1000CT) was held on 5-6 April 2004 in Sofia, Bulgaria. The V1000CT benchmark defines standard problems for the validation of coupled three-dimensional (3-D) neutron-kinetics and system thermal-hydraulic codes. These codes can be applied to Soviet-designed VVER-1000 reactors using actual plant data without the need for scaling. The overall objective is to provide computer codes for use in the safety analysis of VVER power plants — specifically those used in reactivity transient simulations for the VVER-1000. The V1000CT benchmark consists of two phases:

  • V1000CT-1: the simulation of the switching-on of one main coolant pump (MCP) while the other three MCPs are in operation; and
  • V1000CT-2: the calculation of coolant mixing tests and a main steam line break (MSLB) scenario.
