3. DESCRIPTION OF PROGRAM OR FUNCTION

MASCON is a mass-consistent atmospheric flux model that processes observed inversion height and  wind data into two-dimensional, mass-consistent, zone-to-zone transfer coefficients. Both advective and diffusive processes are taken into account. The coefficients are valid overs specified time  periods for use by air-quality models. MASCON also calculates other  quantities required by LIRAQ, optionally performs graphic analysis of input and derived meteorological fields, and collects sets of mass flux data useful for evaluating the effects of the mass balance adjustments.

4. METHOD OF SOLUTION

MASCON uses a Gaussian weighting scheme to spatially interpolate observed meteorological data to a grid network. A variational functional of the continuity equation is minimized using the method of successive over-relaxation (SOR), along with Carre's algorithm for selection of an optimal relaxation  factor.

MASCON was designed as a submodel for the Livermore Regional Air Quality models (LIRAQ) to produce two-dimensional mass-transfer flux coefficients, vertical eddy diffusion coefficients, inversion heights, and transmissivity data.
