The NEA Committe on the Safety of Nuclear Installations (CSNI), noting that different approaches to determining cladding embrittlement criteria produced nearly identical limits, asked the Working Group on Fuel Safety (WGFS) to write the present technical opinion paper on the loss-of-coolant accident (LOCA) criteria basis and test methodology. The purpose of this paper is to review the LOCA criteria basis and the different test methodologies, and to provide recommendations to the international community on how the results of these different methodologies can be applied for regulatory purposes.
