The Special Expert Group on Fuel Safety Margins (SEGFSM) was established by the Committee on the Safety of Nuclear Installations (CSNI) with the objective to advance the current understanding and to address safety issues related to fuel safety margins. One of the basic SEGFSM functions is to provide a forum where safety-relevant fuel issues emerging from operating experience and research work can be addressed and resolved in an effective manner. To allow for that, the group decided at its first meeting to organise a series of topical meetings devoted to various aspects of fuel safety.

This topical meeting, the third in that series, was co-sponsored by the U.S. Nuclear Regulatory Commission and held at Argonne National Laboratory on 25-26 May 2004. The intention was to revisit high burn-up loss-of-coolant accident (LOCA) fuel issues, in particular the progress achieved in both analytical modelling and experimental work related to LOCA fuel safety criteria and to make an attempt at synthesising existing experimental data with the aim to create a basis which would allow national regulatory bodies to define new burn-up dependent fuel safety criteria.
