During the discussions carried out internationally for the preparation of the FAO/IAEA/ILO/NEA(OECD)/PAHO/WHO Basic Safety Standards for Protection Against Ionising Radiation and the Safety Radiation Sources (BSS) and of the European Union Basic Safety Standards for the Protection of the Health of Workers in the General Public Against the Danger Arising from Ionising Radiation (EUROATOM Directives), it appeared that the concept of dose constraint was far from enjoying full understanding and homogenous interpretation of its meaning and application in the regulatory and operational domains.
