The 15-Year Fukushima Daiichi Accident International Workshop was hosted jointly by the Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF), the Nuclear Regulation Authority (NRA) and the OECD Nuclear Energy Agency (NEA).

Marking fifteen years since the accident at the Fukushima Daiichi Nuclear Power Station, this international workshop brought together regulatory authorities, research organisations, experts, industry representatives, local government and residents from Japan and abroad.

The workshop served as a forum to review the lessons learnt from the accident, share progress made to date, discuss remaining challenges and strengthen international co-operation toward decommissioning.

Building on the outcomes of the NEA’s 10-year Fukushima workshop (2022), this event was designed to provide broader and deeper technical discussions and to enhance dialogue with local communities, emphasising both technological perspectives and the voices of those most affected in the region.

Objectives

The objectives of the workshop were as follows:

1. Review progress and lessons learned over the past 15 years

• Advancement of accident analysis (including outcome from NEA Fukushima-related projects)
• Integration of lessons learnt into regulatory practices and safety improvements worldwide
• Enhancements in methods for information gathering and evaluation
• Promote strengthened international co-operation to support effective and long‑term decommissioning strategies

2. Share national and international knowledge and case studies related to decommissioning in a complex site

• Progress at 1F and the future outlook for fuel debris retrieval
• International case studies (e.g., Sellafield, TMI, Hanford, Chalk River)
• Decision-making processes for complex nuclear sites

3. Strengthen stakeholder engagement with local communities

• International best practices for trust-building and public dialogue
• Japanese examples of collaboration with local communities
• Discussions on how reconstruction and decommissioning can coexist
