The NEA has launched a survey to determine whether the implementation of existing emergency preparedness and response (EPR) requirements adequately cover small modular reactors (SMRs).

The survey has been designed with the following objectives:

  1. To understand existing regulatory frameworks and their graded approach for emergency preparedness and response for different types of nuclear facilities and/or activities;
  2. To examine the extent of a graded approach in use for existing nuclear power plants; and
  3. To explore current and future national plans and strategies on emergency preparedness and response for SMRs.

Participation in the survey is entirely voluntary and has been designed to take approximately 60 minutes. The responding country information will be made public.

The survey deadline is 20 March 2026.

Detailed information, practical guidance and data protection provisions are provided in the downloadable background information document and data protection document. A PDF copy of the survey has been provided for reference.

The NEA is seeking perspectives from every country – including those without any immediate SMR plans; however, kindly requests one survey response per country.

A workshop will be planned in November 2026 in Bucharest, Romania, to discuss the results and provisional analysis of the survey.

The survey has been developed by the NEA Expert Group on Emergency Preparedness for Small Modular Reactors (EGEPSMR).
