Participants of the ninth plenary meeting of the NEA High-Level Group on Low Dose Research (HLG-LDR)

The NEA aims to maintain and strengthen a global network that supports collaboration among current and planned research programmes on low-dose and low-dose rate ionising radiation. This work is led by the NEA High-Level Group on Low-Dose Research (HLG-LDR), which also promotes the exchange of information and resources across these initiatives.

Experts from around the world gathered for the ninth HLG-LDR plenary meeting on 24-25 June 2025. Convening 30 participants, the meeting was held under the group’s renewed mandate for the 2024 to 2027 period.

The meeting was jointly opened by Dominique Laurier (ASNR, France), Chair of the High-Level Group, and Nobuhiro Muroya, NEA Deputy Director-General for Management and Planning. Both speakers acknowledged the productive collaboration between the HLG-LDR and the Electric Power Research Institute (EPRI), following the 2024 joint workshop.

During the meeting, participants discussed key achievements from the past year, including enhancements to the register of low-dose research projects and the publication of four new working papers on adverse outcome pathways (AOPs).

Low-dose research continues to play an important role in shaping policy and remains one of the key topics the NEA is actively working on.

In addition to reviewing past and current activities, the group discussed the path forward under the extended mandate. This includes wider dissemination of a forthcoming paper on communicating with regulators and funders about low-dose/low-dose rate ionising radiation, continued promotion of the low-dose research register, and the development of training materials to support the creation of new AOPs.

Recognising the importance of involving young people in scientific and policy discussions on AOPs, the HLG-LDR invited students from Carleton University (Canada), Johns Hopkins University (United States) and University of Nicosia (Cyprus) to share their perspectives on this subject during a dedicated topical session.

Preparations are now in progress for a new joint workshop, focused on co-ordinated low-dose research initiatives, which will take place in Washington, D.C., United States, at the EPRI offices, on 23 and 24 June 2026.

The next plenary meeting of the group will take place following the workshop.
