EAF-2010: ENDF-6 formatted activation-transmutation library

The EAF-2010 activation-transmutation neutron nuclear data library includes
816 target isotopes for neutron energy ranging from 10-5 eV to 60 MeV. Parts 
of the original EAF-2010 in EAF format library has been translated into 
ENDF-6 format, taking advantage of the new high-energy format extension 
approved during the CSWEG meeting on the 3rd November 2010. New versions of 
CHECKR and FIZCON have been used, with success to validate the format of 
this library.
