1. Introduction

The Nuclear Science Committee (NSC) of the OECD Nuclear Energy Agency (NEA) is organising the Third Information Exchange Meeting on Basic Studies in the Field of High-temperature Engineering, co-organised by the Japan Atomic Energy Research Institute. The meeting will be held at the Oarai Research Establishment of the Japan Atomic Energy Research Institute, Ibaraki-ken, Japan, on 11 and 12 September 2003.

2. Background and purpose

In the field of innovative basic and applied research, pertinent to high temperature and neutron irradiation tests, there is international interest in studying irradiation effects on advanced ceramic and metallic materials, as well as in safety related behaviour and in the development of the in-pile instrumentation, etc.

The present meeting is a follow-up to the Second Information Exchange Meeting on Basic Studies in the Field of High Temperature Engineering, which was held on 10-12 October 2001 in Paris, France. Possible international collaboration and other subjects, recommended for further discussion at the second meeting, will be further developed during this meeting. These subjects are:

  • information exchange on the latest activities on studies conducted on high temperature irradiation-induced damage/effects in advanced materials and fuels;

  • discussion on the possibility of co-operative studies in the field of high temperature engineering using the HTTR and other research reactors for irradiation research programmes in the framework of international co-operation organised by the OECD/NEA/NSC;

  • development of a framework of possible international co-operative activities concerning the topics of interest; and

  • proposition or recommendation of the possible co-operative works by a group of specialists to be undertaken within a framework or under OECD/NEA/NSC auspices.

3. Dates and place of the meeting

The meeting will start in the morning of 11 September and finish in the afternoon of 12 September (2 days). The meeting will be held at the Oarai Research Establishment of the Japan Atomic Energy Research Institute, Oarai, Ibaraki-ken, Japan. Oarai is located about 100 km north-east of Tokyo. Mito is the closest city to Orai, located 20 km north-west of the venue, and is easily accessible by frequent train services from Ueno station in Tokyo. Participants arriving by plane at Narita airport can reach Mito directly using the express bus "Rose Liner" from the airport, or by train from the Tokyo area. The bus ride takes about two hours to reach Mito.




4. List of topics


The meeting will consist of plenary sessions with invited and contributed papers, followed by a general discussion and a conclusion at the end of the meeting. In the last session, possible future activities on high temperature engineering under OECD/NEA/NSC auspices will be discussed and recommendations to the NSC will be formulated. A visit to the high temperature test reactor (HTTR) at the Oarai Research Establishment is being planned.

The following topics will be covered:

  • outline of current national and international research programmes relevant to high temperature irradiation research with emphasis on basic studies for HTGR development;

  • topics relevant to technical issues;

    • Basic studies on behaviour of irradiated graphite/carbon and ceramic materials including their composites under both operation and storage conditions;

    • Development of in-core material characterisation and instrumentation methods;

    • Improvements in material properties through high-temperature irradiation;

    • Basic studies on HTGR fuel fabrication and performance including fission product release;

    • Other topics in the field of high temperature engineering with emphasis on basic studies.


5. Presentation

The allocated presentation time will be 25 minutes including 10 minutes discussion for each invited and contributed paper (meeting agenda ). Final versions of accepted papers must be sent in electronic form to the NEA Secretariat (E-mail: suyama@oecd-nea.org) by 14 August 2003.

7. Fees

There is no conference fee. However, please note that travel and living expenditures in connection with this meeting are the participant's own responsibility.

8. Working language

The working language of the meeting will be English.


9. Proceedings

All presented papers will be included in the proceedings, which will be published by the NEA shortly after the meeting. However, please note that papers received after the submission deadline of 14 August 2003 may not be included in the proceedings.

Participants should make their own hotel reservation and cover their own booking expenses. 11. Visit proposal and visas

All visitors to JAERI, except Japanese nationals, should submit their visit proposal to JAERI. Non-Japanese participants, planning on attending this meeting, should download the MS-Word file (http://www.oecd-nea.org/html/science/htemp/iem3/vp.doc; 34Kbyte), and send the completed form to the local organiser, Dr. Masahiro ISHIHARA (e-mail: ishihara@popsvr.tokai.jaeri.go.jp), who will forward the submissions to embassies to initiate official formalities. For further details, please contact the secretariat after submission of your registration, three months prior to the conference at the latest.

Participants needing a visa to enter Japan must contact the Japanese consulate/embassy in their own country for visa formalities. Official invitation letters to help secure visas should be requested from the meeting secretariat at least three months prior to the conference.
