NEA/IAEA Workshop

Maintaining Oversight of Licensee Safety Culture – Methods and Approaches

Chester, United Kingdom, 21-23 May 2007

Organised by UK Nuclear Installations Inspectorate
In co-operation with the International Atomic Energy Agency (IAEA)

Programme

The workshop will seek to identify practical and soundly-based approaches to maintaining oversight of licensee safety culture. This will be achieved through providing a forum which enables a wide-ranging exchange of experiences and approaches on a range of related topics.

The workshop will comprise a series of sessions during which topics related to oversight of licensee safety culture will be considered. Each session will commence with a short scene-setting presentation followed by break-out and plenary discussions on the key issues. These issues have been identified by analysing national responses to the CSNI/WGHOF survey of "Regulatory Philosophies, Methods and Approaches for Maintaining Oversight of Licensee Safety Culture" which was conducted in August-September 2006. The issues reflect differences in practice or areas of particular concern, and the workshop will seek to probe and explore them in detail.

The workshop sessions related to regulatory oversight of licensee safety culture include:

  • Why should the regulator be concerned about safety culture;
  • What aspects of safety culture could the regulator monitor;
  • How can the regulator gather and analyse information about safety culture;
  • How can the regulator use the information that has been gathered.
