The OECD Nuclear Energy Agency (NEA) is a semi-autonomous body which deals with intergovernmental co-operation on the peaceful uses of nuclear energy.

FIXED-TERM APPOINTMENT UNTIL 31/08/2013

Nuclear data and computer codes are basic tools to analyse and to model nuclear phenomena. Before becoming shared tools for the benefit of the international community, these data and codes must be fine-tuned and validated. The OECD NUCLEAR ENERGY AGENCY (NEA) Data Bank co-ordinates these efforts for its member countries and acts as a reference centre in this field. It offers services to laboratories, universities, and industries as well as to other NEA activities. A major part of the Data Bank activity is related to the Agency's Nuclear Science programme.

We are looking for a dynamic person with senior management experience in the computing and nuclear field to head the Data Bank of the NEA. The person will report to the Deputy Director for Science and Development.

Job Duties

1. Meetings and Programme of work

• Organise the meetings of the Management Committee of the Data Bank, provide its secretariat, support and supervise the meetings of its working groups.
• Prepare the programme of work and budget and ensure its efficient implementation and the respect of its deadlines.

2. Human resource management

• Manage, motivate and develop a team of approximately 15 professional and support staff, and co-ordinate the work of outside consultants in delivering the programme of work.

3. Liaison and outreach activities

• Ensure close co-ordination with the NEA Nuclear Science Section, and with the other units of the NEA as needed.
• Maintain necessary co-ordination with the other national and international centres that collect and distribute nuclear data and computer codes, and represent the Agency at international meetings at the technical and policy level.

4. Analysis and strategy

• Propose a middle and long term strategy for computing, aiming at optimising the investments and at continuously improving the services to the customers, while taking into account security constraints and requirements.

5. Other tasks

• Carry out any other tasks as assigned by the Director General and/or the Deputy Director for Science and Development.

Qualifications: education, experience, communication and languages

1. Education and experience

• A scientific university degree (Ph.D.) or equivalent experience, with specialisation in a computing or nuclear field, and robust experience in the other field.
• Ten to fifteen years' experience, part of it in an international context.
• A good knowledge of nuclear reactor or fuel cycle physics and solid experience in computer system management and computer codes.

2. Key competencies

• Managerial experience, preferably within a multi-cultural environment, a proven capacity to develop teamwork and to motivate staff, and excellent interpersonal skills.
• Demonstrated ability and willingness to make innovative contributions to the current as well as potential areas of work of the Data Bank.
• Real motivation for being of use to customers.

3. Communication and OECD official languages

• Excellent knowledge of one of the official languages of the Organisation (English and French) and a good working knowledge of the other.

N.B. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
